Medicare’s Competitive Bidding Program Round 2 Re-Started July 1, 2016

Round 2 of the competitive bid program was originally effective July 1, 2013 in 91 major cities across the country including the Akron and Youngstown areas. A new round is scheduled for July 1, 2016. The program was expanded to include additional products.

Miller’s did hold several contacts in the initial bidding three year contract period. As of July 1, 2016 we do not have any of the competitive bid contracts. Medicare awarded many contracts to providers outside of Ohio who are not even in the Akron and Youngstown markets. These companies have no history of providing services in the area.

The following Q & A is provided to further educate and explain what Miller’s CAN still provide and other issues related to the bid program:

1. What can Miller’s still provide?
Answer: We can still provide all Medicare products in non-bid geographic areas including the Canton area and surrounding rural counties.

Complex Rehab Technology products are NOT part of the bid program so we can provide those items including complex manual wheelchairs and complex power wheelchairs with tilt/recline and other related accessories. Miller’s CAN provide Medicare CRT in ALL our branch locations.

Miller’s is also contacted with many other payers including Ohio Medicaid, Medical Mutual, Anthem, CareSource, Buckeye, Aultcare, Cigna, The Health Plan, and United Healthcare MyCareOhio plans to name a few. For our complete insurance list visit

2. What products are included in the bid program?
Answer: It includes standard home medical equipment such as hospital beds, patient lifts, commodes, walkers, seat lift chairs, and TENS units. It also includes standard respiratory products including nebulizers, home oxygen, and CPap & Supplies. Also included are standard basic manual wheelchairs, scooters, and standard consumer power wheelchairs. For a complete list of products by category visit

3. How does the program impact wheelchairs for Medicare?
Answer: The bid program only includes standard manual and standard consumer power wheelchairs/scooters. It doesn’t impact complex rehab technology (CRT) wheelchairs. Miller’s can still provide CRT wheelchairs for all payer sources including Medicare fee for service everywhere in our service area throughout Northeast Ohio.

4. What payers are included?
Answer: The bid program ONLY affects those who have Medicare fee for service as their primary insurance. It does NOT affect Medicare Managed Care Plans, Medicaid, or Medicaid Managed Care plans.

5. What geographic areas are included in the bid program?
Answer: The bid program is based on competitive bid areas defined by zip codes. In Northeast Ohio this includes Cleveland, Akron, and Youngstown. The Canton market is not a part of the bidding program. To determine if a zip code is included in the bid program visit

6. What if someone wants to pay cash for the item can they still obtain from Miller’s?
Answer: Yes a client can elect to purchase a bid item from a non-contracted supplier. They are responsible for payment in full out of pocket. The client would also need to sign an Advanced Beneficiary Notice (ABN) stating they understand they have the option to choose a bid supplier and have still elected to purchase the item from a non-contracted supplier.

7. How long will this version of bid program last?
Answer: This newest version of Round 2 ends December 31, 2018 so it lasts for 2.5 years.

10. Will Miller’s still perform wheelchair repairs Medicare assigned?
Answer: Yes for Complex Wheelchairs. Bidding does not affect our existing Medicare clients classified in Complex wheelchairs. Miller’s can continue to service and provide complete repairs for clients with Medicare Complex wheelchairs as we have always done!

No for Standard Consumer Wheelchairs. These should be repaired by a bid contract company, not Miller’s. Miller’s will not perform repairs on bid affected wheelchairs. We will honor MFG warranty/recall on any wheelchair we did provide prior to July 1, 2016.

11. How can I determine who was awarded the contracts?
Answer: Medicare has developed an online tool to look up contracted providers by zip code and product category. You may also call 1-800-MEDICARE. Note it is the home address ZIP code of the Medicare beneficiary that matters, not the ZIP code where the facility is located or where services are being provided.
